Elan provided civil engineering to Mortenson and co-developer The Excelsior Group built the tower on a 0.75 acre site of a former U.S. Bank branch that moved into a new building next door. Apartments range from 500-square-foot studios to three-bedroom units and penthouses up to 2,900 square feet. The Rafter was named a Top 2019 project by Finance and Commerce.
